Illinois State University Board Approves FY 2010 Budget Request

Illinois State University's Board of Trustees today approved the FY2010 appropriated funds operating budget request of just over $93 million and capital appropriations request in the amount of $240.4 million.

The requests were based on University planning documents and the Illinois Commitment goals as well as budget priorities identified in the Illinois Board of Higher Education's "Setting a Context for Fiscal Year 2010 Budget Development."

The operations request calls for $93.06 million, $7.9 more than last year's appropriation of $85.1 million, to support core programs and services. The budget is as follows:

The FY2010 Capital Budget request is $240.45 million, with five major capital improvement projects ($238.9 million) and one capital renewal projects ($1.5 million). The University used several planning activities to establish the request, including Educating Illinois, The Campus Master Plan, Energy Management and Utility Infrastructure Improvement Plan and the Facilities Condition Assessment.

The Fine Arts Complex rehabilitation would allow the programs currently located in nine different buildings to be consolidated into one location. The project calls for demolition of Centennial West and the Center for the Visual Arts and replacement with a new facility and significant remodeling of Centennial East, with the demolition of the rotunda classroom wing; replacement of inadequate, outdated mechanical and electrical equipment; upgrading of environmental controls to provide appropriate controlled temperature and humidity to the complex; and upgrading the computer, data and telecommunication network for the complex.

The Information Commons and Milner Library Rehabilitation would include the addition of 140,000 square feet for needed book stacks, study areas, library processing and support spaces and high-density storage areas. An Information Commons would be added to provide computer areas for retrieval of information and conferencing areas.

The Williams Hall renovation will rehabilitate the 69 year-old former library building. The former library stack structure in the center of the building will be dismantled to allow for better use of the space and natural light to filter through an interior light court. Remodeling will correct code deficiencies, remove asbestos, replace the windows and roof and upgrade or replace the mechanical, electrical and plumbing systems.

The College of Education Facilities rehabilitation will address the demolition and replacement of Thomas Metcalf Laboratory School and the remodel of DeGarmo Hall. Metcalf has space in Fairchild Hall/Rachel Cooper building, which is problematic for security and safety issues for children. The facility is too small, outdated and doesn't meet the programmatic standards for the laboratory school.

The mechanical systems need to be replaced, and the lighting and fire alarm systems need to be upgraded. DeGarmo Hall will receive an addition to the building of 40,000 square feet. The open plaza at the first level will be enclosed and interior spaces, mechanical, electrical and plumbing components and the data/telecommunications network will be upgraded.

Mennonite College of Nursing is currently located in Edwards Hall, which opened in 1920. Since becoming part of Illinois State in 1999, the College has seen the number of students double in size, causing the College to be over capacity in Edwards Hall. There is no room for building addition or expansion, and the current equipment is outdated and lacking new technology. The program, which offers undergraduate and graduate programs, is ranked among the top nursing schools in the country. A new 60,000 square-foot building will be constructed for Mennonite, and minor adjustments made to Edwards Hall to accommodate future occupants.
